Kloogarand beach lies on the Gulf of Finland coast in Harju County. It is 9 km east of Paldiski and 11 km west of Keila. Monitoring began recently — rated excellent and good in the assessed years. The Paldiski (Põhjasadam) weather station is 11.1 km away. Periodic water monitoring is carried out under the supervision of the Health Board (EU Bathing Water Directive).
